In my opinion, if we are going to ask the question, "where are the previous incarnation memories stored that we recall? .. where are they?" we might just as well as another but apparently different question, that is, "Where are the memories of our current life stored?".
Some with a scientific outlook have tried to promote the idea that our current-life memories are stored in the brain. But it seems at best only partially correct, and maybe just plain wrong. It has been shown that stimulating certain areas of the brain with a tiny electric current can trigger recall of some particular memory, but that is not at all the same as demonstrating that the memories are actually stored there. In addition, during Near-Death Experiences at a time when the brain is inactive there is sometimes rich and detailed recall of long-forgotten incidents, again indicating that the memory cannot be stored in the brain which is non-functioning at that time.
None of this answers the question as to where our memories are stored, but it does give a pretty clear indication of where they are not.
